academic and thought leader in technology policy, innovation, and entrepreneurship. He currently serves as a Professor and Associate Dean at the School of Economics and Management, Chinese Academy of Sciences, where he also directs
research at the Center of Management of Information and Innovation.

research primarily covers: Innovation management and policy. Innovation ecosystems and regional as well as national innovation systems. Organizational R&D capabilities and industrial reform in China. He has published extensively in top-tier journals such as
Research Policy , Technovation , Journal of Management Studies , International Journal of Technology Management , and Science and Public Policy . In addition to journal articles, he has authored several influential books, including: Regional Innovation Index of China: 2017 (2018, Springer). Environmental Innovation in China (WIT, 2012). Innovation, Technology Policy and Regional Development (with Tim Turpin, Edward Elgar, 2003). As an editor for journals like
Research Policy , Professor Liu plays a significant role in shaping
academic discourse in his fields of
